The Butte Literacy Council (BLC) is a non-profit organization made up of members of the business and service communities. Representatives include Butte County Library, Head Start, Butte College, KCHO Public Radio, The Chico Enterprise-Record, and interested community members. The group meets once a month to discuss strategies to establish and strengthen literacy work locally. BLC was established in 1989 to support local efforts promoting literacy and enjoyment of reading in Butte County and the surrounding areas.

Among the Butte Literacy Council purposes:
• increasing public awareness of available local literacy resources
• assisting in identifying areas of literacy needs
• directing efforts to improve literacy in the Butte County area
• providing referral information about literacy services
• instituting programs that assist learners in attaining their literacy goals
